An internal FINTRAC intelligence report reportedly assessed with “strong confidence” that a substantial portion of Canada’s cash-to-cryptocurrency brokers are knowingly facilitating money laundering, Iran-linked sanctions evasion, drug-proceeds integration, and other transnational organized crime activity. FINTRAC found that some over-the-counter crypto desks had weak or deliberately opaque customer due diligence and recordkeeping practices, failed to report large or suspicious transactions, and misrepresented their activities to banks; the subset reviewed processed approximately US$261 million across nearly 70,000 transactions between March 2022 and January 2026. FINTRAC has revoked 161 registrations this year and referred relevant intelligence to law enforcement, but the RCMP confirmed that no criminal charges have been laid or recommended against OTC desks or their operators.
